I believe it is spring loaded and does not require setting. The starter chain is more likely the rattle noise, the internal oiler spout gets rubbed as the chain loosens over time. Yamaha figured it out and shortened the spout.

Yes, you can but, as Mark (Monkey) asked, do you really need to....?
Here’s the info. Mark mentioned on the starter chain rub:

Replacing a stretched starter chain and the oil jet, is a big job.

By comparison, Removing the cam chain adjuster for inspection and reinstalling is much simpler:

I would suggest getting a new gasket before you remove the cam chain adjuster.
Murphy’s Law as it pertains to FJ’s states that the odds of you tearing the old gasket is inversely proportional to whether or not you have a new gasket handy.

thanks for the advice I have set idle to 1100 rpm and no noise now ,does the fact the chain rattles at low revs mean that its stretched and the oiler is possibly broken or is it normal

occurrence if the motor is idling to slow ?

also do I have to split the cases to replace the oiler and starter chain?

It is normal to have starter chain noise. Turning the idle up to 1000-1100 is the best way to solve it.
FJ engines are noisy critters.

+1

The case does require splitting to replace the starter chain.

The oil nozzle can be replaced by removing the alternator and bearing retainer.

thanks for all the info guys when i first rode the bike home it had no power at low to mid range rattled and clunked an just didnt sound or feel right and i was going to basically do cam chain tensioner, valve shims and what ever else i found as i looked deeper  but since reading this forum ive adjusted the idle topped up the oil and tightened all the carb rubbers and its a totaly different motor its responsive powerful, starts  easy, dosnt smoke so im going to leave it as it is for the moment and concentrate on getting the bike back to looking good ,I will check the starter chain oiler and shim clearance at a later stage

I would humbly suggest you check those valve clearances sooner rather than later.
