This is the inner fairing that surrounds the instrument cluster. The tabs were intact when I purchased the bike but when I took it apart they crumbled like soft cookie in my fingers. Plastic-weld-epoxy is amazing stuff but still one of them was lost. Any ideas?

If the piece is good otherwise, and all you need are the mounting tabs, I would make new tabs from soft aluminum, and use plastic-specific epoxy to install them. The tabs can be T- or Y-shaped, wider at the top than at the mounting bolts. If necessary, you can install the new tabs using small screw-with-nuts. If the mounting places are not flat for the aluminum, heat the aluminum in place using a soldering iron (or other heat source) gently, to make a flat spot on the plastic.
